Healthcare in Romania

Despite recent improvements, the health of Romania's population is still below the EU average. The avoidable mortality rate was two and a half times higher than the EU rate. Healthcare spending is relatively low and staff shortages remain a problem.


The rate of unmet healthcare needs, due to the large distance to a medical unit, was the third largest in the EU in 2017. Territorial imbalances in the provision of healthcare services are large and widening. Primary health care, specialized outpatient health care, hospitals, the public health sector and the social care sector operate in a fragmented manner, obstructing population’s access to integrated medical services.


The capacity in primary care, in specialized outpatient clinics is unevenly distributed and underused, so that most medical services continue to be provided in hospitals. The system is due to enter an accelerated reform that will see the market for medical equipment, digital solutions and medical services grow significantly.


Almost 7 billion Euro are allocated from European funds for the modernisation of
clinical facilities and the extension of primary and outpatient care in the coming years. The two main funding sources will be the National Recovery and Resilience Plan and the Healthcare Operational Programme, to become active in 2022
